Global warming, climate change and the predictable decline of  fossil energy  resources  have accelerated the  search for  alternatives and the use of  renewable energy technologies.  Solar photovoltaics, one of the prominent  alternatives, is rapidly becoming  the second fastest commercializing technology after wind energy. Especially European Countries, while increasing the share of renewables in their energy  consumption, are implementing both market and R&D programs to capture a portion of the fast growing renewable energy markets.  Turkey is yet to recognize this imperative and generate national strategies and plans.  The 2nd International Saręgerme Solar Electricity Workshop last year,  aimed  at filling   this gap and produced a national strategy document.. The 3rd International Saręgerme Workshop will address the financing aspects of market introduction of photovoltaics, drawing from international experience and will try to create innovative solutions to the problem, taking into account the specific requirements and  character of the Turkish case. 

 

The International  Energy Workshops of 1997-2001 organised by  the Saręgerme Energy Group have served as interactive platforms for  all actors to define the barriers facing renewable energy development in Turkey.  Workshops are profitable for every participant by furnishing them with new information and raising their capacity for handling related projects. What is more important, these workshops have provided the participants the environment to learn from the experience of other countries that was gained during their first phase of development of wind energy projects, and some have even established joint ventures.

 

International Saręgerme Solar Electricity Workshops are  designed by the Workshop Advisory Board (Prof. Dr. Eralp Özil, Prof. Dr. Metin Çolak, Mr. Haluk Sayar, Dr.Baha Kuban and Assoc. Prof. Dr. Tanay Sędkę Uyar)  in close cooperation with the participants of the earlier workshops.  The participants who are selected by the Workshop Advisory Board conduct presentations at the beginning of each session of the Workshop. Registration fee is waived for the participants who are selected as speakers and coordinators of the sessions. If you plan to attend the workshop, please send to the workshop coordinator a summary of your involvement in the photovoltaic field together with a copy of your CV before August 15, 2002.

 

Commercial establishments which have manufacturing and service activities in the solar electricity  sector will have a chance to exhibit their products and services at the stands provided next to the meeting room during the workshop. Planned Topics for the Workshop:

 

Photovoltaic has come a long way since its original commercial introduction in the 1960’s. Research and development as well as production experience has resulted in better solar cells and modules technically at lower costs. As production capacity has increased, costs have dropped, particularly in the case with crystalline silicon technology. The gradual introduction of thin film technologies is believed to result in lower prices for modules. Despite  succesful market introduction,  solar electric still faces major challenges. Incentive programs have been the lifeline of market growth as governments have realized that the chicken and egg paradox needs to be addressed by intervention in the market. The US, Japan and EU have all introduces various support schemes to differing degrees of success.

 

Yet, change to a clean energy future still seems remote, as historically low fossil fuel prices and embedded technological investment, combined with a market system that does not account for  externalities in energy prices, keeps penetration levels of renewables low. Financing of renewables remains the most difficult issue to be addressed and in Turkey, the continuing absence of government support for renewables and a volatile domestic economy come together to prevent market introduction of distributed renewable energy sources.

 

With a realization that this issue needs to be addressed with utmost emergency, the 3rd Saręgerme Workshop will bring together international and national finance expertise, funds and banks as well as national technology support institutions with venture funds and project owners as well as interested parties. Apart from contributions from international experience, unique solutions to financing different types of projects will be discussed and all sides will be able to articulate their respective requirements for a successful market transformation initiative.

The exhibitors will have the chance to present their products, show their videos and distribute their brochures during the workshops.
